The VTB United League Directorate has reviewed the commissioner and referees’ reports from the regular-season game between Lokomotiv-Kuban and Nizhny Novgorod and made the following rulings in accordance with the Regulations:
– In accordance with articles 13.5, 19.2, 19.3, 20.2, 20.3, 21.4, 21.5, 22.1, 22.2, 29.5, 34.2 of the VTB United League Championship Regulations (backboard was not equipped with light devices, scoreboard did not demonstrate a digital decreasing time count, scoreboard malfunction, game clock malfunction, Precision Time System device malfunction, shot clock device malfunction, shot clock device audio malfunction, failure by the club to ensure tip-off at the set time, failure to properly inform participants and spectators in the arena about the delay), BC Lokomotiv-Kuban is fined 595,000 rubles.
– For disruption of a live broadcast on federal station Match TV, given article 5.1 of the VTB United League Championship Regulations (Directorate Rights), BC Lokomotiv-Kuban is fined 300,000 rubles.
– For BC Nizhny Novgorod player DeAndre Kane’s unsportsmanlike behavior, in accordance with article 68.2.1 (unsportsmanlike conduct by a player toward other participants) of the VTB United League Championship Regulations, BC Nizhny Novgorod is fined 9,000 rubles.
– For Nizhny Novgorod head coach Arturs Stalbergs’ violation of article 58.2.4 (statements to the media, which hurt the dignity and business reputation of the League and referees) at the press conference, BC Nizhny Novgorod is fined 100,000 rubles.
– For failing to inform the Directorate in a timely fashion about technical malfunctions at the Lokomotiv-Kuban – Nizhny Novgorod game, commissioner Krzysztof Koralewski will be suspended from serving at VTB United League games until March 7, 2017.
– For failing to ensure that the correct information was relayed to the arena announcer, Ingus Baumanis, Sergey Belyakov and Anton Makhlin will be suspended until March 7, 2017.
The Directorate also decided to schedule an additional test of technical equipment at League arenas and hold a seminar for referees and commissioners focused on increasing reaction time in unusual situations.
